It does have a very minor mark on the reverse which is what PCGS is referring to with 'Spot Removed). This coin has been housed in a PCGS Secure Label Holder. A key date coin that has been in strong demand among collectors and has been very difficult to come by lately. This proof issue date holds a tiny mintage of only 3,996. Of this mintage, the PCGS Coin Facts estimates that only 2,700 have survived.
